To orient and augment the knowledge capital of teachers, administrators, senior functionaries, scholars and non-teaching staff of colleges and universities through well-designed, innovative, diverse training modules and continuing education programmes so as to pave way for their professional and career development and make them effective contributors towards knowledge society. 


Mission:

To provide adequate opportunities for the professional and career development of teachers in higher education system within the framework of knowledge society and to inculcate values, motivation and the skills in their art of teaching. 


To provide opportunity for the teachers of colleges and universities to update their knowledge in the subject, technology and acquire new methods of curricular transactions in each area of their chosen fields.

To enhance competencies, skills, abilities, knowledge, efficiency and motivation of teachers, administrators, senior functionaries, scholars and non-teaching staff of colleges and universities so that they can play an enabling role in the development of students, not only in terms of imparting knowledge and skills to them but also in their counseling, developing critical and innovative thinking, research, consultancy and extension work.

Introduction:

The UGC Academic Staff Colleges (ASC) were established in Universities as autonomous units within them for organizing staff development programmes funded by the UGC. The main objective of Academic Staff Colleges is to provide adequate opportunities for the professional development of teachers in higher education system within the framework of knowledge society to inculcate values, motivation and the skills in the art of teaching. Since, the knowledge explosion worldwide has become phenomenal, it has become difficult to cope with the large volume of knowledge being generated, new information technology and the methodology and techniques of generating and imparting knowledge. The Academic Staff Colleges aim to provide opportunity for the teachers to update the knowledge in the subject, technology and acquire new methods of curricular transactions in each area of their chosen disciplines. The objectives of the Academic Staff College programmes are thus expected to be very different from the traditional B.Ed. /M.Ed. courses.

 

In the Eleventh Five Year Plan, one more dimension has been added viz., Training in Information Technology and e-content development. With this, the UGC has extended the scope of training to administrative staff in colleges and universities. The ASC draw resources from the parent University as well as academic resources from other institutions within and outside the state according to the needs. They have functional freedom within the broad framework of the UGC guidelines. In continuation of knowledge enhancement, new strategies of governance for promotion of innovations and creativity, the XII Plan guidelines were proposed to transform the existing 66 academic staff colleges into Human Resource Development Centres.


The Mandate:



Professional training is a powerful measure in upholding teacher competence and sustaining teacher motivation. The Orientation Courses are for duration of four weeks. These are essentially concerned with the objective of sensitizing participants on current issues of higher education and immediate social relevance. Due emphasis is laid on strengthening skills in teaching and communication and bringing innovations in teaching. Attempts are made in motivating and developing competence in scientific research. The young teachers, with less than eight years of experience are eligible for enrolling in these courses.


The Refresher Courses are organized for duration of three weeks. The objective of these courses is to update the teachers with recent developments in their concerned disciplines. The Academic Advisory Committee (AAC) decides the subjects for Refresher Courses for the year. The Refresher Courses in various subjects have a definite thrust area.


UGC-Human Resource Development Centre (formerly Academic Staff College)   also organizes week long workshops for the principals of degree colleges from the state of Jammu and Kashmir. Every workshop is structured on a definite theme. Apart from these programs, one week training program namely ‘Professional Development Programme’ is organized for senior teachers and administrators on a focused theme.
